HOUSTON, March 3 (Reuters) - Valero Energy Corp reported flaring at its 310,000 barrel per day (bpd) Port Arthur, Texas, refinery due to an upset in the gas oil hydrotreater unit, according to a notice filed with Texas pollution regulators.
